Pandemic Prevention, Preparedness, and Response Trust Fund

The Pandemic Prevention, Preparedness, and Response Trust Fund, also known as the Pandemic Fund, is a financial intermediary fund established to provide dedicated financing for strengthening pandemic prevention, preparedness, and response capabilities. Officially launched by the World Bank in September 2022, the fund aims to address critical gaps in pandemic response through grants at the national, regional, and global levels.

The Pandemic Fund focuses on low- and middle-income countries, enhancing their ability to prevent, detect, and respond to health emergencies. It draws on the strengths of key institutions engaged in pandemic response, providing complementary support, improving coordination among partners, and incentivizing increased country investments. The fund also serves as a platform for advocacy, helping to sustain high-level attention on strengthening health systems.

The World Bank serves as the trustee and hosts the Secretariat, which includes technical staff seconded from the World Health Organization. ADB sits on the board of the Pandemic Fund as an observer.  

The objective of the fund is to improve the world’s collective ability to prevent, detect, and respond to disease threats to stop them from becoming deadly and costly pandemics. The fund finances critical investments through additional dedicated resources to increase investments, enhance coordination among partners, and serve as a platform for advocacy.

Partnership framework agreement

In January 2023, ADB and the International Bank for Reconstruction and Development of the World Bank signed the Financial Procedures Agreement, outlining the arrangements for the commitment and transfer of resources to ADB as an implementing entity and the administration and use of such resources.

2024 cofinancing highlights

Sovereign Cofinancing. In 2024, the Pandemic Fund committed $12 million to strengthen health security and pandemic preparedness and response capacities in India.
