The Republic of Korea established the e-Asia and Knowledge Partnership Fund (EAKPF) contribute to poverty reduction in Asia and the Pacific by improving access to information and communication technology and facilitating knowledge sharing and partnerships. It covers all ADB sectors with priority on water; energy; finance; transport; education (skills and vocational training); public sector management (e-government); and health (universal health coverage, medical information system). Among these sectors and areas, projects incorporating components such as climate change, disaster risk management, and digital transformation will be preferred. The fund supports ADB technical assistance (TA) projects, grants, and investments, which contribute to project readiness, policy reforms, institutional capacity, and knowledge dissemination. 

In 2024, the EAKPF committed to cofinancing 23 TA projects amounting to $23 million, more than double the amount in 2023. These include the fund’s commitment of (i) $5 million to support the establishment and operations of the ADB-Korea Climate Technology Hub in Seoul, Republic of Korea, and (ii) $1 million to a TA project to support the development of diversified and responsible critical mineral, and clean energy technology manufacturing supply chains. The fund continued supporting ADB’s loan projects in Bangladesh, India, Kazakhstan, the Lao People’s Democratic Republic, and Uzbekistan, covering sectors, including transport, energy, finance, and agriculture.

Republic of Korea Commits $2 Billion in Cofinancing with ADB

The Republic of Korea and ADB signed a memorandum of understanding (MOU), earmarking $2 billion in cofinancing for ADB sovereign operations. The MOU also aims to strengthen technical assistance and feasibility studies support from the e-Asia and Knowledge Partnership Fund.
