The Nonsovereign Revolving Trust Fund (NRTF) aims to enhance the efficiency and development impact of nonsovereign operations, including the ADB Ventures and Frontier initiatives, through the recovery and recycling of donor contributions.

Australia, the Republic of Korea, Switzerland, and the United States (which contributed to the fund in 2023) have committed about $10 million to the ADB Frontier Seed (Mekong) technical assistance (TA) via the NRTF. Since the TA became operational in October 2024, ADB has provided funding to Azallya Co. Ltd (Cambodia), a business-to-business (B2B) marketplace that is streamlining the agricultural supply chain to help farmers earn extra income, and PillTech Solutions Pte. Ltd (Cambodia), a B2B e-commerce platform helping small and medium-sized enterprise pharmacies improve inventory management.

The Republic of Korea has also contributed $3 million to the ADB Ventures Seed TA via the NRTF. During 2024, the TA has provided funding to 6 start-ups: Databourg (Philippines) – weather and environmental data analytics; Biodefense (India) – coating solution to reduce food waste; Humble Sustainability (Philippines) – recommerce platform for used and unwanted electronic devices; Terra Oleo (Malaysia, Indonesia) – lab-based production of high-value palm oil fragments in replacement of traditional palm oil production; SILTA Finance (Philippines) – artificial intelligence–driven platform to streamline and accelerate more green financing for financial institutions; and Nibertex (Philippines) – manufacturer of water-resistant, breathable membranes free of per- and polyfluoroalkyl substances, used for clothing, car interiors, and other surface application.
