The Australian Climate Finance Partnership (ACFP) is a concessional financing facility managed by ADB and funded by the Australian Department of Foreign Affairs and Trade through grant contributions of up to $140 million ($92.9 million). The ACFP aims to catalyze financing for private sector climate adaptation and mitigation projects in eligible countries in the Pacific and Southeast Asia. ACFP-financed projects will promote gender equality and better economic opportunities for women and girls.  

The facility responds to market gaps and demand by de-risking and bringing to market high-demonstration impact projects. It also aims to partially offset the incremental costs associated with climate-proofing infrastructure and agricultural systems in vulnerable countries and regions, particularly in the Pacific. It seeks to support a range of private sector financing modalities, including project finance, corporate finance, public–private partnerships, joint ventures, privatizations, trade finance, and supply chain finance. 

In 2024, ADB blended concessional financing from ACFP with its ordinary capital resources to finance two projects in Indonesia. For the TBS Integrated Electric Motorcycles Ecosystem Project, the ACFP provided a concessional loan of up to $5 million to support the scaling up of TBS’ integrated electric motorcycle ecosystem, such as new battery swapping infrastructure for motorcycle riders. The facility also provided a concessional loan of up to $15 million to help mitigate resource and operational project risks for the 80 MW expansion of the Indonesia Muara Laboh Geothermal Power Project Stage 2.
