The Asia Pacific Project Preparation Facility (AP3F) is a multi-donor trust fund aiming to increase the level of infrastructure development and enhance the quality of infrastructure in Asia and the Pacific. It primarily aims to assist developing member country governments and their public sector agencies in preparing and structuring infrastructure projects with private sector participation, including privatization through public–private partnership modalities, and bringing them to the global market. It also provides capacity-related assistance; promoting and strengthening legislative, regulatory, and institutional reform; and project monitoring and restructuring. 

In recognition of the facility’s impactful contributions, the Government of Japan pledged to contribute an additional $10 million during the Annual Facility Program Council Meeting of the AP3F held in May 2024 in Tbilisi, Georgia. The additional contribution committed will empower the AP3F to unlock more pipeline projects and bring more public–private partnership initiatives to financing markets. The AP3F received the funds in June 2024 through the Japan Fund for Prosperous and Resilient Asia and the Pacific. 

The Rehabilitation and Modernization of the Ninoy Aquino International Airport achieved financial close in September 2024 with the AP3F mobilizing some $2 billion of private capital for the project.

Asia Pacific Project Preparation Facility

With committed contributions from Japan, Canada, Australia, and the Republic of Korea, the Asia Pacific Project Preparation Facility will increase and improve infrastructure in Asia and the Pacific by providing technical support to developing member countries in facilitating public–private partnership projects.
